The CALS strategy has been accepted in our country. Interactive electronic technical manuals (IETM) are necessary and useful tools in implementing CALS. Developing model thus became an important research topic. This dissertation proposes a spiral model for developing IETM systems. The proposed model illustrates the most probable risks, the solution steps, and the solution results associated with developing IETM. The first IETM system in Taiwan army was developed according to the proposed model. The effectiveness of the experimental result reveals that the proposed model is well adapted for developing IETM systems.
