For tunnels, the problem is whether we permit to transport dangerous goods. We have to think about not only the public safe but also transportation cost on this problem. First of all, we should inquire into relative researches in other countries so that it*s clear to find major affective factors. During these factors, the traffic accident rate in the tunnel was the most important one. Thus we compared and analyzed accident rate in different tunnels with distinct conditions. Secondly, our goal was to build a complete risk assessment model to decide whether transporting hazardous materials to pass the tunnel. The loss we considered includes casualty, property and time value. The outcomes revealed that the three outstanding factors for accident rate in the tunnel were location of tunnel, level of road and direction of the vehicles moving. Furthermore, we applied our risk assessment modelto the part tunnel section in the North 2th Freeway. It appeared that therisk of tunnel section was less than risk of tunnel*s substitute road. Theloss value of injury and death was the most important one which we assessed.Our resulted agreed with those obtained by high density of population in thesurroundings on substitute road. In short, our achievements included that webuilt a complete risk assessment model and grasped the importance of population for traffic accident involving hazardous materials.
