Strategies and scenarios of CO2 reduction by 2010 are explored and evaluated. Two objectives are set to minimize both electric generation cost and CO2 emissions. Strategies of CO2 reduction include energy conservation, adjusting energy price, improving heat rate of electric generators, and increasing proportions of cogeneration and natural gas. Also, alternatives of with and without additional nuclear power are compared and evaluated for the effectiveness of CO2 reduction. Results of this study indicate that enhancing energy conservation is the most effective and economical option for CO2 reduction. Other alternatives, including adjusting energy price, increasing natural gas and heat rate of electric generators are also effective, yet with higher costs.
