The time of concentration is also a parameter to be difficultly decided,because many formulas confuse the engineers to choose a suitableone. Thosecause the difficulty of the rational formula application. Therefore, the studyaims to develop a methodology to objectively decidethe parameters, includingrunoff coefficient and time of concentration,based on the analysis of observeddata. The parameters decided at each stream flow station are further regional-ized to develop the regional rational formula for small to media upstream catchments of Cho-Shuei Creek. The regioanal rational formula proposed in thestudy not only responses thestatistical property of observed historical flood,but also can be appliedat the ungauged sites for small to median upstream basins of Cho-Shuei Creek.
