It not only makes traditional farmers richer, but also earns lots of foreign exchange during 80''s. However, the development of aquaculture generates some environmental problems, such as land subsidence. Eel''s farming needs higher quality water, therefore, for keeping the good water quality, the eel''sfarmer must pump lots of groundwater. However, the shortage of groundwater has great important on the optimal development of eel''s industry. This study employs the endogenous growth model to evaluatethe optimal eels production level in the southern Taiwan and discusses whether the steady state existed or not. The analysis of theoretical model shows that while the recharge rate of groundwater is much greater than the time preference rate, then the steady state is existed. This study also simulate the model by using the data for a specific eel''s farmer. The analyticalresults shows that the high price sustained of eel lines makes theeels production close to the optimal yield level.
