It was the basis of purchasing price, adjusting the supply and demand of grain, and providing reference for decision making. The survey method of the production cost was purposive sampling which is doubted for the sample representation and is hard to estimate the variance. This research wants to build up the sampling theory for the cost survey. We use the stratified proportion system random sampling to make the result more representative and easy to estimate the variance. And then, sampling method districted by variables tillage area ,.and use cluster sampling to do this cost survey. From the simulation results, the two methods were efficient for the cost survey of rice.
