The subjects included 1016 teachers in 111 elementary schools randomly in Taiwanarea.The instruments included "The Principal''''s Management Competencies Questionaire" and "The School Effectiveness Questionaire". The major conclusions were as the followings: 1. There were above average perceptions for principal''''s management competencies and school effectiveness among elementary school teachers. 2. There were significant differences in elementaryschools principal''''s management competencies in term of age, academics degree, school''''s size and school''''s area. 3. There were significant differences inschool effectiveness in term of seniority school''''s history, school''''s size andschool''''s area. 4.There were significant correlations between elementary schoolprincipal''''s management competencies and school effectiveness. 5. There were significant differences in school effectiveness in terms of high, middle and low elementary principal''''s management competencies. 6. The elementary school principal''''s management competencies is the best predictor for school effectiveness, especially the dimension of the competencies of job evaluation. Based on the results, the study also provided relevant suggestions for theinstitutions of educational administration, the elementary principals and alsofor the references of the future research.
