Therefore, in order to keep cities'' vitality, urban renewal is often been used. However, implementation of urban renewal is not a easy task. Under this circumstance, the renewal process often need some incentives policies by the authority to increase the private sector''s cooperation. Yet, the incentives policies somehow may not be correspond with the implementation of urban design and therefore difficult to reform the urban environment. This study is using the prospective of urban design professional''s view to review the incentive policies of urban redevelopment. It follows the concept of urban design, and implementing the design through the process of redevelopment. By building up an incentive policy, the government authority can proceed to execute the redevelopment. This study including flowing sections: 1. Urban design concepts and ideals setup. 2. Evaluation of current re-development incentive policies. 3. the relation of urban development and re-development. 4. Frame work of urban redevelopment. 5. The directioin of Hua-lien redevelopment incentives policies. In order to implement urban design concepts to the Hua-Lien old CDB, the redevelopment incentive policies needs many support in the process of execution. At the same time, it is necessary to modify the land use regulation, therefore this study proposes few directions that can be used for renewing the draft regulation and implementing on the urban re-development. 1. Within the renewed incentive regulation, allowing the small scale and shared building project. Thus, increase, local government''s power to handle the urban redevelopment issues. 2. Using hte development permit for hte large scale redevelopment. 3. Seeking the most effective way of every re-development case, it is necessary to reduce each case''s client, therefore prevent the possibility of conflict in interest and opinions. The incentive policy is finally building on the ground of negotiation and communication, thus the government authority shows the confident of implementing the redevelopment plan and win public trust.
