We dated back to the historical development of just war and found that it has been valued,regarded,but also despised and now left uncertainties for itself. What is just war? The first question raised is also the one most difficult to answer. To know to what substantial extent determines the justice of war, people should establish exactly the regulations and rules and streng- then the worldwide organizations and international laws. Namely, it if executed,in these matters,will find just war with feasi- bility and prospect. The concept and assertion of just war made by Shiang-chien scholars and military attache are generally included in the philosophy of Confucius, Mencius, etc., Their thoughts are characteristically moral,political or pragmatic and they relatively elaborate a typical war theory for that chaotic age.0n the other side,the Holy war basi- cally interpreted medieval Christianity's civilization, and the evo- lution of justice concept has its historical background and eventuallygives the pattern to the western civilization. If political realism fits the needs of a pessimistic age, the realists' belief that the structure of the international system determines the behavior of all nations is particularly convincing, because justice is still expected and a war for that will be rational and efficient. The Persian Gulf War of 1991 has proved the possibility of just war in spite of many disadvantages in it. The prospects for peace of post-cold war manily depend on the assurance of regional security, and a war doomed or regarded is the key to the peace of next age.
