It rests on the assumption of all against one; it is a set ofcommitments and institutions that ensure that aggression by any statewill automatically be met with the combined power of the rest of theworld to repulse that aggression and restore the status quo ante. Warunder collective security arrangements is waged in the name of theentire community of nations against an aggressor that is genuinelyperceived to threaten them all. Aggression against any member of a collective security organization will be met by the preponderantforce of all other members. The paper will research the difficulties and problems that collec-tive security has faced, both in theoty and practice. Besidesintroduction and conclusion, there are three parts in the paper. Thefirst is "Critique and Analysis of the Theory Collective Security,"the second is "Practice of Collective Security," and the third is" Development of Collective Security in the Post-Cold War Era." Discovery and hint of the paper are: (1) Collective security inkeeping international peace and order ins imperfect, but it doesn''trepresent that the theory and institution of collective security will be decline; if there aren''t collective security systems, the exerciseof power among nations would be hard control. (2) Collective securityrepresent the indivisibility of human living benefit, and it is themain attempt that human goes toward global integration.
