groupsmay wield in the Amercian political arena. In the
enactment of Brady Bill, chief among these factors are issue
arena, group cohesion and transactional relationship between
decision makers and legislators. With the conflictual
conception imposed by hte pro-gun and the anti-gun and Congress
ambiguous attitude toward gun control issue, Brady Bill is
proved in Haye's model "regulatory policies",where interest
groups are the primary political actors. In regulatoryarena,
both of pro-and anti-gun interest groups can exercise intensive
influence during the process of decision making. Cohesion of
group members is the other determinant of interestgroups'
success in Brady Bill. This thesis shows that the cohesionof
anti-gun interest groups is keeping retained by the disturbance
being escalated by the anti-gun group entrepreneurs, while the
strengthof the pro-gun interest groups reducing comparatively.
The third factor is transactional relationship. This thesis
provesthat hte sucess of lobbying is determined less by pressure
than byinterdependence between decision-makers and lobbyists. As
long ashte decision-makers find either the anit-gun or pro-gun
interest groups can provide mpore campaign resources, the
trranscational relationship would be traced.
