Summary:碩士 === 淡江大學 === 美國研究所 === 85 === This thesis is attempt to analyze the conflict between executive-legislative branch on Fiscal Year 1996.During the 1994 election, the Republicans had won the majority in the Congress. Under the doctrine of "Contract with America" hold by the Republicans, the Congress initiated many legislative plans. One of themost impoortant "Contract"is the balanced of Federal budget. Because there wereserious differencesbetween the executive and legislative branch, it caused themost serious government shutdown of American hisyory.According to the "formula-detail" framework, an important theoretical frameworkof negotiation theory arena, the author tried to find out the mutual influenceof power, tactics, and thenegotiation process. The author also used "asymmetrical power structure" toresearch the performance of the two parties(the White House and the Congressduring the different periods.The author got several important findings: 1. There was existing asymmetricalpower structure between two parties. 2. The thesis confirmed the main theme ofasymmetrical power structure, that is, the weaker party can change the powerstructure according the appropriate tactics used.
