These two factors constitute in entire local selfgovernment. Group self government is just a means for implement resident self government which is the spirit of the local self government. Therefore, a nation''s local self government whether conform to the democratic principle can be observed by the development of its resident self gvernment. Basically, the setabiish of resident self government in Japan was added intensively in constitution by G. H.Q in postwar and assured by constitutionas well, differ widely from the natios in Europe and America, which formedtheir resident self government naturally by the rising of citizen consciousness.The biggest change are loc governors whom are from official to resident directelection and disign of the right of direct demand. Furthermore,because of highlyeconomic growth and complicated social environment, administrative organs gradually can not deal with the repuset of resident. That''s why resident campaign apprared in plenty and resident try to influence government polocy.So called the formation of new type of citizen participation. Remarkably, theright of direct demand is a citizen participation in political level and latteris administrative level. Both grow out of dissatisfaction with the modern relative information to resident has become an indispensable precondition inorder to put citizen participation in working order. First of all, this treatise starts from the relationship between resident and local self government, researching the posttion of resident self government in local self government so as to have seeential understanding about residentself government . then, studying the theoretical examples from citizen participation-the core of resident self government.
