international attention during the past few years. The
Taiwanese government has also poured massive fund allocations
for high-risk construction projects, in the hope to improvement
the high-risk conditions encountered in the construction
industry. Hence, the government passed laws that require the
implementation of a "safety assessment" procedure in all high-
risk construction sites before any job may be started.As most
domestic construction companies are not well acquainted with the
"safety assessment" procedure, results of procedures implemented
were inadequate. Another problem is that safety assessment is
not included into the design phase. Therefore, this paper shall
analyze the role of safety assessment in construction
management, as well as introduce the appropriate safety
assessment needed to be implemented together with a particular
construction management measure in the various phases of the
construction engineering life cycle. Findings of this paper may
serve as references for the industry and, hopefully, contribute
to the occupational safety and health measures of the
construction industry.
