introduced and adopted by Department of Transit system, Taipei
Municipal Government,in 1987,was applied to public works in
Taiwan .At the preliminary stage of application,comment on how
to promote the technique of costsaving , oriented from the
consideration of functional analysis and creative thinking, to
the engineering field in Taiwan have been extensively proposed
by local experts in this. Owing to the common existence of
lacking in coordination of the public engineering authorities,
this technique was carried out independently in each institution
. As a result ,information accumulated from the past experience
of performing this work is inadequate to provide proper and .
Definite materials for those institution that want to apply this
technique . At first, this research aims at performinga survey
regarding approaches adopted by different institutions ,
performances achieved , and problems encounteredin the
executionprocess in the past decade.In addition,based on the
results ofinvestigation and through interviewing experts in this
field.characteristics of each approaches and problems may
occurred in executing these approached will be identifie.
Consequently,execution approachesof Value Engineering suitable
for Taiwan''s environment will be proposed.It will provide some
references and guidance for domestic institutions that will
perform Value Engineering in the subsequent projects.
