Increasing load capacity and improving service quality are important issues for the utility company. In addition to improve equipment, utility company has to understand users'''' load characteristics to improve service quality. Few users with over 1000KW ca-pacity contribute most of the utility company''''s revenue. This study focus on these users to create a load database by collecting their load of electricity. The system framework of this study consists of three parts: (1)data input: transfer binary type ammeter data to text type; (2)database management: use realtion-database management system as development tool to design database table according to the demand of utility company and middleware for client-server arthitecture; (3)database application: use package software to design query and analysis functions include load factor, demand factor, and diversity factor by single electricity user, industry, and departments. The load database is based on Intranet. The head office is the server point and every departments is the client point. The head office and all departments will be linked by Internet.
