The research analyzes risk management , concession agreement and managing the risks through concession agreement : Major conclusions of the research are as follows: 1. Prime risk factors : Construction corporations lay more emphasis on "Reluctance of banks offering syndicate lone" and "Incompleteness and instability of relevant laws/regulations" ; Financial institutions lay more emphasis on "Lack of operation know-how" and "Lack of construction know-how" ; Construction consultants lay more emphasis on "Reluctance of banks offering syndicate loan" and "Delay in land expropriation" . 2. Strategy of risk management : Private participants wish to negotiatewith the government for issues with regard to reducing or share politic risks , economic risks , environmental risks and international risks and taking up construction risks . 3. Key items of the concession agreement : Construction corporations lay more emphasis on "Monopoly of operation" and "Right of station area development" ; Financial institutions lay more emphasis on "The part not to be paid by private participants" ; Construction consultants lay more emphasis on "Reason offer of income subsidy and "Acquisition of relevant land" . 4. Managing the risks through concession agreement : Private participants have been fully aware of managing the risks through concession agreement and asking the government to share the risks .
