administration has developed a set of requirements for the
review of land development applications. The review of land
development is a highly complicated process that different
professional expertise are needed. In order to improve the
quality of professional service, the system of professional
planner certificate was adopted in 1990 in Taiwan, so far there
are a total of 220 licenses issued. Facing to the demand of
improving professional service quality, it is time to evaluate
the performance of such a system.In this paper, the necessity of
professional planner certificate system will be evaluated in
theory from the viewpoint of land development control system,
and then the education system for planners and related
certificate system of professional planners will be discussed,
and finally recommendation of future improvement will be
proposed. Major findings and recommendation are summarized as
follows:A. Improving the education of professional planners 1.
Adding environmental management courses in training program. 2.
Improving education of planning ethics. 3. More workshops for
planners to gain practical experiences.4. More on-job training
for planners.B. Improving the qualification requirement of
practicing license of professional planners 1. Strict
qualification requirement of professional planner examination.
2. Practicing qualification has to be evaluated routinely.3.
Practical experience is required to obtain professional planner
certificate.4. Planning consultant firm has to hire professional
planners for business practicing.5. The professional planners
should be graded according to specialized areas and experience.
C. Restriction on the practicing area of professional planners.
D. Revision of related regulation of professional urban planner
certificate. E. The function of professional urban planner
