The contract in Taiwan is usually designed with the ideas of dividing large project into several construction bidding, therefore the project owner must deal with the interface problems among different parties. It becomes more difficult to integrate interface, because the project is larger and more complex than before. Partering encourages the parties to change their traditional adversarial relationships to a more cooperative, team-based approach, which promotes the achievement of mutually beneficial goals, including the prevention of major dispute. Four main tasks are identified in this research. They are (1) introducing partering to our country; (2) identifying the benefits of partering; (3) realizing the corporate relationship between the owner and contracting parties in our construction industry and (4) setting up the rules for partering operation. To analyze the benefits of partering, this study applies transaction cost theory, horizontal interface cost, and networking theory. The measures taken by Formosa Plastic Corporation for the tasks of contract Awarding, process payment, bonds were illustrated the benefits of partnering . To execute partnering system more success, some measurements must be considerated. These include identifying the problems of partnering operation, the legal right of partnering agreement and the considerations of owner and contracting parties before partnering.
