Summary: | 碩士 === 國立中山大學 === 資訊管理研究所 === 85 === Information system Development (ISD) involves the activities of resource allocatiion in the organization. During the development process, resistance often arises as a result of disagreement over different goals between users and whole organization. Resistance usually appears in political form, which means one, whether it be users or the MIS departments, may pressent some unnecessary, irrational behaviors purely for ones own goal. Such political behavior would distort resource allocations, misguide project object, aggravate the problem of time and money involved, and make the whole project fall behind the schedule. This study aims to explore such political behavior model by means of literature review case studies, and interview. This model focuses on : (1) In the ISD, which political behavior will take place in which stage, and cause by whom; (2) what kind of business characters, such as the power of IT department and organization culture, would affect political behavior and if yes to what degree; (3) How the managerial levels should do to handle it once the political behaviors become a problem; and(4)How the different political behaviors, such as deviation of goals, dissipation of energies, and diversion of resource, would affect the the whole organization. After detailed discussion, the study is expected to help system developer aware what irrational behaviors might be present in the course of development, so that she/he can reduced or prevented any negative consequences.
