In this paper,however, I would like to discusss the role that environmentalists played currently though the case study in chiku wetland conflict.   Though the methods of participant observation and do key person visits,l confirm M. smith''s doubt on the relation between group theories and policy relationship.In this case study,l also find that state and capitals combine to drive one policy goes.The reason can partly be seen as the pro-capital attitude of govemment in past studies; however, another aspect hardly be pointed out is to critical the way they developed. What we can not deny is there are still least oppunity for social participators to join in, then state can take advantage to omit social needs or to prevent their entrance into decision making process to build instifutional mechanism.   As a result, when we review the past, the pewer of environmentalism had hecome stronger and stronger since 1980''s.
