碩士 === 國立中山大學 === 政治學系 === 85 === 　　The main question of this dissertation is to measure to what degree the society can influence public policy making process in Taiwan, Recently, the importance of this question is much awarded of by thousands of people when the demonstrations break out on May 4 and 18 in 1997. In this paper,however, I would like to discusss the role that environmentalists played currently though the case study in chiku wetland conflict. 　　Though the methods of participant observation and do key person visits,l confirm M. smith''s doubt on the relation between group theories and policy relationship.In this case study,l also find that state and capitals combine to drive one policy goes.The reason can partly be seen as the pro-capital attitude of govemment in past studies; however, another aspect hardly be pointed out is to critical the way they developed. What we can not deny is there are still least oppunity for social participators to join in, then state can take advantage to omit social needs or to prevent their entrance into decision making process to build instifutional mechanism. 　　As a result, when we review the past, the pewer of environmentalism had hecome stronger and stronger since 1980''s. But lacking an institutional mechanism as the definition of issue network will surely become a great threshold that waiting for overcome.
