It has even made greater progresses ever since petrochemical industry was on the list of topmost indurtries in the seventh five-year plan. According to the statistics, Mainland China is now able to refine the crude oil up to 200 million tons and to produce 3 million tons of ethyl, with the promise to have the ability to refine crude oil up to 300 millions and 8-10 million tons of ethyl in 2010. Mainland China has recently developed its petrochemical industry with the policy: open to the world. This means that China tries to promote the industry technology by setting up factories in cooperation with foreigners, in order to get more advanced technology and more knowledge of how to manage a factory. The goal of present study is to evaluate the productive efficiency of 32 subordinate enterprises of the China Petrochem. Co. in 1993, utilizing the DEA model. The quantity of petroleum production, the employee number, and the primary value of the fixed assets are treated as input variables, while the gross industrial output value, sales, and profit/taxes are output variables. The competitive ability is then analyzed on the basis of the evaluation. The present study has reached the following major conclusions: 1.In terms of productive efficiency, there are 17 out of 32 subenterprises evaluated as having reached the level of related efficiency. 2.For all subenterprises to reach the efficiency frontier, excess inputs and insufficient outputs are adjustable. For example, Baling and Urumqi should decrease employee number, and increase gross industrial output value, and profit/taxes in order to reach the efficiency frontier. 3.To evaluate the productive efficiency of a company on the basis of crude oil refining, we find the best four are the subenterprises in Shanghai, Yanzi, Liaoyang, and Lanzhou, implying that comprehensive petrochemical enterprises are more efficient. 4.Test the productive efficiency of 32 subenterprises in 1992/1993, we find the performance without regard to the size of a company.
