Besides for a rapid rapprochement in international trade, the arms sales and military cooperation are more attractive.   In order to solve economical crisis, Russia is eager to get foreign aids. For PRC, it is a best choice to purchase advanced weapons from Russia, especially as knowing of the success of western military high-technology in the Persian Gulf War and the desire to futher PLA''s military modernization. There are common profits among them.   On November 9. 1993, Russia''s Defense Minister, Pavel S.Grachev, signed a five-year military cooperation agreement with PRC''s Defense Minister, Chi Haotian In this agreement, Moscow agreed to help Beijing transfering SU-27 and MIG-31 fighters'' production technology.   In addition, another important factor building partnership is counterweight against the Western countries. Russia still opposes NATO''s expansion and PRC also dispproves the mutual agreement with United States and Japan.   During the post-cold war time, direct military conflicts among powers are less and less. Both Jiang Zemin and Boris Yeltsin agree the strategic partnership is not alliance. So we think their cooperation in all fields is going to enhance in a short term. For a long time, their friendly relation maybe endanger, of lacking of confidence.
