Educational administrations of each level put a lot of emphasis on teachers'''' in-service training and offer local governments rich funds for in-service training. However, many scholars deem that there still exist too many flaws in the training programs to make the intended goals achieved. In order to have a thorough understanding of the crucial reasons and think about the increasing autonomy each county and city government will have on the planning for local education programs in Hua-lien County is conducted by means of interviewing, observtion, document analysis, etc. The subject will be examined from three different angles as a reference for further improvement: (1) the process of carrying out the programs; (2) the opinions of the executives of the training programs; (3) the way of interaction. The implementation of the in-service education in Hua-lien mostly depends on the funds offered by higher authorities and then is undertaken by the executives concerned. The planning and design of the programs are based on the experiences of the undertakers, on what they think the teachers need, not on what the teachers really need. Thus, the programs are usually copied from earlier programs and designed hastily by a small number of undertakes to be several separate activities, not a long-term program. Most of the designs are measured from administrative viewpoints. What is valued in the process is the arrangement of the space, the supplies of food, and the compilation of written material. This means the activities are successfully held. The staff who promote in-service education develop, in-service education develop, in the process of undertaking the programs, some conception, which influence the implementation of the programs. These concepts are apparently not influential enough to improve the system of in-service education. As for the interaction among the stafs, they use official documents for communication and passively share out the work to accomplish their mission, while they ignore the alienation the teachers in the programs. Based on the findings mentioned above, the following conclusion is made: 1. teachers'''' in-service education has become routine, which signifies the concern the authorities show for promotion of teachers'''' quality. Nevertheless, it runs counter to the trends in the course of practicing. 2.
