The CALSinitiative will provide for an effective transition form current paper-intensive production life cycle processes to the efficient use of digital information technology.   The purpose of the CALS initiative is to improve productivity and quality, and increase competitiveness. The CALS initiative is developing and using technology and standard tools as govemment and industry expand their products and services in the national and international.   This research provide some different view to recognizing relationship of CALS and competition. First, cited Structuration Theory and S-curve of technology to prove CALSimplement not only change organization structure but also promote enterprise technology level. Second, cited Forces driving industry competition analysis & value chain analysis to probe into a enterprise can create competitive advantage by optimizing or coordinating these links to the outside on CALS.
