In order to reach the purpose of the study, interviewingand attitude survey were utilized to the vocational education professionals. The study is summarized as five point forconclusion:First of all,immediate repay from the instructional systems(analy-sis, design & development, implementation, and evaluation)could improve the teaching quality.Secondly,the seven elements of TQM are to understand and sat-isfy the needs of the customers. The whole members participate in one union, aanalyzing the management system and improve teaching by evaluating mathematically, applying scientific management methods, organization climate and leadership. Third, the principals, executives and teachers all havethe same attitude toward the teaching quality anagement. Fourth, the employers are the most important external customers, and the students are the most important internal customers for vocational education. Therefore, the teachers are supposed to pay more attention to develop the students special ability and help to analyzetheir working ability and the needs of the employers. Fifthly, teachers and the whole executives should not have different management attitudes for they are in different kinds of school area, working ways, graduating school and teaching different subjects.
