The number of construction firms that meet prequalification for tendering are decreasing dramatically. The government has therefore experienced the difficulty in contracting qualified firms for the essential public construction projects. Joint venture among firms seems to be an acceptable solution. Moreover, small-medium-size construction firms can obtain experience and qualification through joint venture.Up to the present , many researchers on joint venture have put their emphasis on the dimension of organization and regulations. Cases on joint venture are just a few,. Therefore, the primary objective of the study is to investigate the major decision factors of joint venture for a company and to find the essential difficulties in joint venture. The findings of the study may include:1. Incentives and objectives of government agencies and construction firms to choose joint venture.2. Difficulties and cost/benefit of joint venture for construction firms.3. The major decision factors that affect construction firms to choose joint venture.
