In such a joint operating policy, the release toward each side demand is specified by rule curves of each individual reservoir. As for the joint demand, the release from each reservoir is defined as a function of the individual storage and time of year together with balancing curves indicating the ideal distribution of storage levels among the reservoirs. The balancing curves are obtained from dynamic programming technique and statistical analysis. Two types of joint operation, a fully joint operation and a partial one, are studied. A partial joint operation means only certain demands can be made from each and every reservoir. The reservoir system, consisting Shihmen Reservoir and Feisui Reservoir, in Tanshui River Basin is employed as a case study. First, the balancing curves are obtain. Then, the joint operation based on the balancing curves is simulated for a nine-year period. The results show that for the situation in the year 2000, the fully joint operation outperforms the partial joint operation and an independent operation in minimize shortage. However, for the case that the demand increases as in the n the year 2020, the joint operation successfully reduces the average annual shortage, but results in an increase in the maximum shortage.
