The integrated system is an efficient network management system, providing integrated network management functions and corresponding APIs to manage various network elements across diverse network systems. Due to the importance of INMS , the Telecommunication standardization sector of International Telecommunication Union(ITU-T) is in the process of developing a telecommunication management Accounting Management is one of the five Management Functional Areas of TMN. The main purpose of accounting management is to collect the usage data of telecommunications network and generate bill for customers . The accounting management system should be flexible enough to support the billing functions required by telecommunications network. On the basis of the TMN standard and the requirements of the Chinese Telecommunication Laboratory , we propose a flexible , scalable , and reusable telecommunications network accounting system. First , by analyzing all possible operational scenario , we perform functional decomposition. Second , by applying object-oriented analysis and design techniques , we divide the accounting system architecture into four classes : tariff setting , data collection , bill generation , and network element paramete1. Near-real time data collection supported by front-end and back-end modules.2. On- line generation of integrated bills.3. Tariff setting and network elements parameter setting.
