The Committee has been served as the breakthrough point for the athletic reform as well. Under the leadership of the National Physical Education Committee, the activities of the development of the soccer league system have been fit into the overall political and cultural surroundings as well as the economic system reform. This study adopted the methodology of qualitative research and historical research in the investigation of the developing act of the soccer league system, which has been primarily driven by the committee, since 1949. The conclusions, which are based on the objectives of the study, are demonstrated as follows: 1.The policy set-up for the athletic system reform and the development of athletics system asw solely based on the view point, which has been represented by a style of centralization of authority, of the communist government leaders and the Central Committee of the Communist Party. 2.The development of the soccer athletics system has passed through several different stages in Mainland China. It has experienced the fundamental period in development, the period of turns and twists with frequent changing policies, the deep-wound period during Cultural Revolution, the developing period during reforms and the ban-lifting period for professional sport. The aut hor has summed up each development process and the evolution of league system with ten characteristics. Different units with their own managing duties had constituted the management organization for soccer league for years in Mainland China. It was not until the establishment of the Soccer League Management Center that the official duty in managing soccer league was eventually unified. 3.The soccer league system has passed through three different stages in the process of becoming industrialized in Mainland China. These stages are the transformation of athletic socialization, the efficacy of atholetic marketability and the expansion of its industrialization. All three stages have merged into the flows of global economic development. Their government recognized the trend of the future development of the third industry and has been positively seeking the industrialization of the athletics. The soccer league system transformed from what used to be solely run by the National Physical Education Committee to a style of business operation. It reached to a point that the league system possessed its sole ownership and was responsible for its own profit and loss as well as the self-developing and self-limiting activities. 4.In the area of existing condition and future development in professional soccer league in Mainland China, the Soccer League Association introduced a tier one soccer tournament into the sport market in 1994 and professionalized the game. The existing problems of the professional soccer league in Mainland China included sport violence, cheating and inadequate professionalization, etc. These problems are the critical factors in the developing stage for the professional soccer league. The author also brought up issues league in Mainland China.
