comprehensive ( high ) education system ( CSS ) are: their
secondary schools can''t cultivate the qualified human resource
necessary for the needs and demands of economic development;
secondaryly, they also can''t meet people''s demands for receving
higher education; and thirdly the transfering approaches can''t
satisfy the needs of pupils of different types of secondary
schools. Most of the commentators point out that the secondary
education systems of thesetwo countries strangled their pupils''
opportunity of development. in the early 1960s, England
reorganized its secondary schools, abolished 11 plus exam ,and
provided pupils the rights to choose course in comprehensive
schools. In 1996, Taiwan tried to develop and establish its
comprehensive school system ( CSS ). One of the goals is to
postpone the pupils'' educational differenciation. Because these
two coutries had similar reasons to develop and establish their
comprehensive school system, and England implemented it earlier
than Taiwan, Taiwan can learn a lesson fromEngland. This
research, firstly, analyses the issues of the implementation of
the CSS of the two countries, then discloses present and future
problems and dilemma of Taiwan''s comprehensive schools, and,
finally, brings up the propositions. This is to help the
Taiwanese education authorities prevent the critical problems in
advance. The main methods used in this study are document
analysis and comparative method. Firstly, to probe into the two
countries'' backgrounds of establishing the CSS and their
resorts. Secondly, to inquire the movement of the CSS of these
two countries. Thirdly, to critically discuss the implementation
of CSS. Finally, to bring up propositions in connection with
Taiwan''s CSS according to the findings of this research. The
final part of this dissertation is the summary. The two
countries don''t fulfill the original resorts. Although England
abolished the 11 plus exam , its comprehesive schools don''t
equally recruit all kinds of students. The CSS in two countries
limit the pupils'' rights of course choice. Since Taiwanese
education authorities has tried to establish its CSS, it has to
take the facts and ideals of secondary education into
consideration, and harmonize with relevant measures. Then we may
expect the sucess of the reform of secondary education.
