CD-ROM has a lot of advantages such as large amount of space, not easy to destroy and capability of error correction. In addition, the price and functions of CD-ROM become acceptable been received by customer. CD-ROM grows quickly, and becomes one of the basic equipment of personal computers.   The access time of CD-ROM is one of the indices of performances. It includes the seek time and latency of CD-ROM. The shorter the seek time the better the performance. It is very important to improve the seek time of CD-ROM. Currently, the seeking methods are almost the method of speed profile to control the PUH velocity. Although method has good seeking performance, there are disadvantages of complicated program structure and difficult adjustment of parameters. In this thesis, we use the method of velocity and position feedback control, and switch the different controllers at properly time to improve the access time.
