environment, and the planning of national resources which
deliberates the opinions of economic development and permanent
management of natural environment, the problems that it evokes
like spatial disposition of land resource and public facility,
resource competition of every sector, the exploitation of
resource and the time to release are more emphasized day by day.
Recently, there is one of the important policies for the
government''s national planning called "Balanced regional
development and the gap between urban and country", and the
government discusses many physical policies to promote and
implement it. But it is hard to pre-evaluated the effects for
the implemented policies in the future. Besides, many problems
can not be solved in one day. The transient strategy is useless
and helpless to solve the problems in the long-term. The
springboard of this study is to explore land problems, and it
usesSystem Dynamics to construct National Comprehensive Planning
Model. Thismodel divides nation system into nine sectors, that
is, population, employment, finance, capital, environment, land
use, transportation, public facility, and resource. This study
also tries to explore the relationships between regional
interaction and regional development using spatial interaction
factors. The results can be used as a policy laboratory for
national planning and socioeconomic development. The decision-
makers and planners can choose the intervene points according to
the national development strategy whichinfluences socioeconomic
development, and proceed analysis and simulationsystematically.
Then they can understand the impacts and influences of
thepolicies, and the results can also provide decision-makers
and planners asreferences. This study simulates policies by
constructing model. The results reveal that even though the
government plans to embark on every relative construction of
national planning to promote regional development, it will not
certainly has significant and positive effects on promoting
regional development andbalancing regional gap. Only when the
policies are implemented at the righttime and right place, we
can then change system activities effectively andprecipitate
regional development in balance. As a result, the
governmentshould examine the potential and development
limitation of every region in amore macroscopic view, and
integrate their socioeconomic environments andqualities to
explore the core problems for tardy regional development so
thatthe government can make the right decision. As a result, the
aims of balancingregional development can be actually reached.
