The bleachersis public building and more emphasized than the other buildings. It mustsatisfy requirements on the following : (1) the collapse peak ground acceleration(PGA) > 287.5gal, (2) the relative story slope of each story < 5/1000 while 230gal PGA applying. The non-liner aseismic vulnerability diagnosis program base on thelocal spectrum provides three output : (1) vulnerability diagram, (2)lateral displacement of each story, (3) failure mechanism diagram. Otherwise, using dead loads, live loads and earthquake loads to load on the bleachers to analysis its axial force and bending moment, and checkeach section if cracks under its own axial force and bending moment. Finally, according to bleachers with insufficient aseismic capacity,different strengthening types are provided. Proceeding to diagnose untilthe aseismic capacity of the bleachers meets the requirements. The Bleachers of Tainan Ground Track and Field is analyzed as anexample, It has sufficient aseismic capacity except for the finitude of the relative story slope of Zone B in Y-direction. The retrofit recommendation is to increase 2 brick walls or 2 RC walls in Y-direction.Otherwise, the slab at the bottom of bleachers cracks under dead loads andlive loads of code.
