On cpmparison, all the countries realize that only through the international consolation and cooperation, we can radically cure the external problems over the global. Thus, they sign several international conventions about the envir- onmental protection. Among them, the United Nations Framework Convention on climate change (FCCC)ststes that all the countries in preventing climate change and controlling gaseous exhaust in greenhouse. According to the situation of the economic development, it distributes diffeent mission to different countries. The concrete target is that countries over the world freeze the exhaust amount in 2000 to the standard in 1990, and furthemore curtail the exhaust amount in 2005 to 20% of that in 1990. Due to regulation that has a wide and deep influence, the developed trend of the convention will be most worthwhile, so we should put emphasis on the issue. While electricity is a vital prerequisite for economic growth,electricity generation can also create extensive and serious environmental effects which can retard the growth process, since around 60% of its electricity are generated from fossil fuels in Taiwan, the power sector has received particularattention during the recent years due to the growing concern on issue of the global climate change and co2 reduction responsibilities. Thus, We will establish an analytical framework to search suitable alternatives and judge the impact of all alternatives on economic and eviron-ment under the reduced pressure of co2. Therefore, the main objectives of thisstudy are as followed: 1. To discuss the theory of the planning of power integration, related tothe consideration about the maintenance of environmental quality, and establish the basis of this study theory. 2. Applying fuzzy multiple objective decision method to establish the analytical framework of power structure decision making. 3. There are 3 divisions: (a) the strategy of power supply:the mix supplyof electricity. (b) the strategy of power demand: taking consideration of peak load factor and base load factor. (c) integrated strategy. In order to achievespecific co2 emission target, we proceed an empirical study by applying Taiwan''sdata into the model to decide the electricity fuels mix for the target year(i.e.2000). 4. To combine both power supply and power demand promotes the better planning management of integration.
