Charge of Landuse In TaiwanPao-Kuang ChangPeople''s behavior in
devoting their power to landuse and evelopment comes from their
reguirment and government ''s active guiding attitude 。 But so
far,the system that allow people to apply to take harge of
landuse contains many defects in Taiwan。 Therefore the
operation of people''s behavior in applying the using of
urban land has less achievment and efficacy 。Besides,there are
also many problems such as less efficacy ,the misuse of
substantial environment material and nonsubstantial social
justice exit in people''s behavior in applying rural landuuse 。
And it make more difficult for people to take charge of landuse
system 。 I find the basic factor that effect the system
comes from outside ,that is the system of organization
environment。This problem should be solved before building up
the system of organization。Therefore I try to use the
guestion-reason analyzation of cause and effect system to
induce three rules of building up the system of organization
:1.local self-government 2.the simplification of the level of
organization 3.the systematization of local space planning。
After establishing the rules of reformation and basic structure
of the system of organization ,I construct a basic skeletion
of the system by borrowing foreign experiences and using the
inner structure''s guestion-reason analyzation of cause and
effect system 。The major characters of the reformation of this
basic skeletion are : 1.the join of the supervisory
organization. 2.the join of pre-examination organization.
3.the join of reciprocal agreement circle. 4.to make the
organization simple and clear and to has the division of labour
with individual responsibility。
