the rivers all have a common historical predestination. Under
the direction of shortsighted policy that pay attention only to
the economic growth but not to the sustainable development of
natural resources, urban development is forced to seize the
flood plain, lead to river pollution, flood damage and lose the
water-accessible space where abounds in culture. Particularly,
there are many problems in interior planning profession, for
example, the gap between flood-control and water-accessibility-
promotion, independence between two strategies, or self-center
behavior, etc. Therefore, it is the main purpose of this
research to propose an Urban River Water-accessibility-promotion
Strategy System that integrates the consideration on
administration, profession and people . with the promise of
preserving function of river, taking care of urban development
and flood-control. First, this article establishes the self-
description mechanism of Tan-shui river that contains function
and utility, according to the paper-studying and the experience
of foreign countries. Second, it identifies that urban health
and colonial production exploitation under Japanese colonial
era, national defense and US. Aid dependence under early
National Government rules, and simple engineering guidance,
lacking of consideration about water-accessibility till now is
the most important meaning in each period. Finally, by means of
relationship-studying, it figures out the cause and effect of
problems on Tan-shui river development. And then, it also
proposes the strategic goal, presents know-how of building
strategy system and itself. At the same time, this article
chooses Keelong River Cut-off Reclaimed Land, Sheh-Tzyy Island,
and Erh-Chung Flood Channel to demonstrate how to operate the
strategy system By the above ways, there are five concrete
results on this research, for example, types of urban river
function and utility, historical chroniclefor water-
accessibility-promotion and flood-control, cause and effect of
Tan-Shui River Basin development problems, water-accessibility-
promotion and flood-control integrated strategy system and three
case studies. There are also seven abstract results, for
example, lacking of historical concern and integrated strategy
system is the key point why Tan-Shui River Basin development
problem occurs, it is helpful to carry out the strategy system
to revive the history and culture such as folk-activities close-
to river-front. Therefore, it proposes many suggestions in the
end of this research according to the consideration on
administration, profession and people and the parts have not
been finished or worth to continue in this research, for
example, establish river basin management mechanism, plan the
planning and monitoring programs on land-use, water-
accessibility-promotion, flood-control about the river basin as
a whole, and let engineering and management be done by public.
