Recently, the application of the concept of environmental carrying capacity to the Land Use Suitability Analysis (LUSA) has been providing the planning field a new research direction. In addition, the rapid development of Geographic Information System (GIS), with its specific spatial analysis function, happens to be able to satisfy the demand of Land Use Allocation in various complicated spatial analysis.However, in view of the current land use allocation which is mainly generated in man-made mode, its ambiguous allocation process often causes disputes. What is more, the integrated application between land use allocation and LUSA, extremely large deviation still exists, causing LUSA to be less popular in the application of land use allocation. In study of the reasons, there are four major factors: (1) Lack of capacity in supporting dynamic planning. (2) Lack of consideration of the land suitability from the decision making aspect and demand aspect. (3) Lack of consideration of land suitability from the point of view of each land use on competitive land use. (4) GIS is excessively large and complicated which is not easy in application development.In view of these, this study attempts to research and plan a land use allocation framework to ensure the role played by LUSA on land use allocation. It does not only provide dynamic allocation procedure but is also provided with a comprehensive consideration of the impact from decision making aspect, demand aspect and supply aspect on the suitability grade of land use allocation, by means of setting weight method to solve the competitive use problem among various land uses. At last, through the Macro language provided by "IDRISI", a GIS software, a land use allocation model is written. Under the user-friendly operation interface, it does not only help the land use allocation process to be transparent, but also considerably upgrades land use allocation efficiency and quality.
