So the public opinion gets more important, the government try to satisfy the public demand. When the public demands the government providing the best public service, the public doesn''''''''t only consider what the government do for people, but also consider important the quality of public service. So the government must increase more departments to deal with the public affairs and to satisfy the public demand. But it leads to the expansion of the number of employees in public sector.The annual expenditure of government is serious from year to year, especially the expenditure of employees. In 1993, Executive Yuan announced an important amendment which is called 「The Public Sector Simplified Program」. From 1994 to 1996, the number of government employees must decrease 5﹪of all. So the Human Affairs Bureau froze the budget of employees. In fact, the public demand increase day by day, but in the public sector, every department must obey the simplified program at the same time, so how to promote administrative efficiency with fewer government employees? It''''''''s real a big problem to public sector. If the public sector is good at using the resource and the human power of the public, maybe it''''''''s an efficient way to solve the problem of administrative efficiency and the short of government employees.It''''''''s a trend that the volunteer to participate the public affairs. In this essay, we realize the problem of volunteer system in public sector and how to make a complete、 fitted volunteer system. From the research, we could realize what''''''''s the result of the volunteer system which has been implemented for a while. In deeply, we still want to realize the volunteer''''''''s character and his motivation to participate the public affairs.
