O. C. introduced a National Health Insurance System in March, 1995. The subjects of this study are the school staff of private universities in Taipei, and the aim of this study is to investigate the effects of the reform of the health insurance system on the use of medical care services by staff members, as the results will assist future management decisions. The differences between the National Health Insurance System introduced to the school staff and previous health insurance. systems operating in the R. O. C. are: (1) In order to aviod wasting medical care resources, the patients have to disburse coinsurance payment as they use the medical care services. However the coinsurance payment is different between hospitals and clinics. (2) The patients need not disburse the coinsurance payment for some specified diseases that require long-term cure and high medical care expenses. Some users of medical care need not disburse the coinsurance payment for those medical care resources which will not be wasted, for example, parturition and preventive care services delivered by government. (3) The school staff have to pay the premium for Civil Servant Insurance System and National Insurance System simultaneouly. The brief conclusions of this study are as follows :(1) Women generally need more medical care than men. Chronic diseases and diagnostic categories are both significantly related to gender and age. The above results are the same as the resuls of some research before the National Insurance System was introduced. (2) In regard to disbursement of coinsurance payment by oneself: because the coinsurance payment difference between hospital and clinic are small and the amount is not high, the coinsurance payment variable dose not significangly affect the willingness of an individual to visit a physician, individual selection or hospital of clinic, or the frequency of an indivedual visiting a physician. (3) In general, 76.63% of outpatients are satisfied with the operation of the National Health Insurance System. 71.85% of respondents agree with the statement that: if coinsurance payment ranges between hospital and clinic were larger, then that would affect individual selection of hospital or clinic. 70.99% of outpatients feel that if they have to pay certain proportion of medical care costs by themselves, this will affect the willingness of an individual to visit a physician.
