In addition, the living quality of the residents in these densely developed buildings is depended upon many factors, namely, the ways of usage of public space and facilities by the redidents and the charact-eristics of public space and facilities. Negative externlaities, for example, noise from neighbors, garbage and so on are common problems. However, as Musg-rave(1969) and Buchanan(1965) has suggested, mixed goods will have spill-over effects which in term will give rise to (positive and negative) externalities. According to Coase theorem(Coase,1960), clearing defined property rights will eliminating externalities. As the passage of the Apartment and Housing Management Act in 1995, it has become important to examine the effectiveness of the Act. In this study, a detailed analysis of the interrelationships betw-een externalities and property rights is first conducted.
