To figure out a mean to eliminate those uncertainties, this study according to related rules and living environmental quality assessment literature to construct a structure for public housing development location priority. In this study, AHP (Analysis Hierarchy Process) is adopted to determine each criterion''s weight and GIS is used to demonstrate the parcel development priority for municipal non-public land in Kaohsiung city.First, this study deletes small size or high price parcels as well as missing cadastral information or merged parcels. This study resulted with 18 parcels to evaluate the priority of public land development.This study groups the final output into A, B, C, D four grades. Grade A parcel represents the first development priority and grade D parcels represents unsuitable development for public housing. The grade A parcels are most founded to locate in Ling Ya Area and it''s neighborhood -- Qian Zhen Area. This result matches the proposed outcome from 「The Comparison of Living Willingness from different Level in Kaohsiung City」in 1982, which declared Kaohsiung city development was forwarded from old downtown area to east and north direction and Ling Ya Area was most desirable area for housing development.Keywords: Public Housing, Location, Resident Environment, Geographic Information Systems Chou Tien-Yin 周天穎 1997 學位論文 ; thesis 108 zh-TW
