Summary:碩士 === 國立中正大學 === 歷史學系 === 85 === THE STUDY of the SYSTEM of ELECTION-APPOINTMENT IN TWO HAN DYNASTIES The "Election - Appointment" in Han Dynasties was the emperors established the law about officials'' seeking for necessary of nation''s management, and ordered the officers to implement. The system was established after the order implemented effectively. The emperor Gou ,his name is Liu-Bang劉邦,declared the order for the seeking of talented official. He expect these talents will to help the management of nation, and the nation will be continues forever. But the influetial officers were the main body of the gevernment when early Han Dynaty .The system was neglected. The emperor Weng asked offcers to elect "Shen-ljang-fan- zen 賢良方正 for the abnormal of observatory. He obtained the achievement after asking again, and thinked the system was''nt complete yet. The period of the emperor Woo , the goverment must accom- -plish excessive missions of nation. So he asked officers to elected Shou-liang孝廉 and Mou-xiang-i-deng 茂材異等, made the law of reword and pulishment, and found Boo-shui-dee-zi 博士弟子for the education of officers.These steps estalished the foundation of Han''s system of Election-appointment. After Woo dead, the emperors Zou昭 Shung宣Yeng元and Chen 成 continued the system and implemented it effective. The system was established so completely that it was continued still East-Han Dynasty. The officer of Han Wang-Mang王 莽made he to be the "New" emperor, made the rotten fad of politics. The emperor Kang- -Woo"revival"the Han''s Dynasty, inherited West-Han''s system and to praised the men of morality. But the influetial officers interfered executives for their relationship or students'' appointment. The condition continued and get worse so thorough that all of the reformations were ineffective. The Two-Hans'' Election-Appointment system did''nt have full-time official and specific department. After the midill period of East-Han, all of correlative reformation could''nt save the loss of system.
