This study employed the survey method. The subjects included 56 elementary schools randomly in Taipei area. The instrument included "The TQM Inventory" and "The School''s Organizational Effectiveness Inventory". Data were analyzed using the statistics of ANOVA, MANOVA and Stepwise Regression. The major conclusions were﹕ 1.There were above average perception for TQM and school''s organizational effectiveness among the elementary school teachers. 2.There were significant differences in the elementary school teachers'' perception of TQM in term of the sex, age, seniority, duty, and school''s size. 3.There were significant differences in the elementary school teachers'' perception of school''s organizational effectiveness in term of the age, academics degree, seniority, duty, school''s size, and school''s area. 4.There was a high positive relationships between TQM and school''s organizational effectiveness among the elementary school teachers. 5.The school''s TQM has a great influence on the school''s organizational effectiveness.
