The investigator derived conclusions and recommendations from analysis of related theories and the results of empirical study for the reference of higher education institution in the diffusion of educational innovation. The subjects of this study were 687 full time faculty members (including those who with purely teaching duties, those who with some administrative duties, and administrators with some teaching duties) of Tamkang University which is the first and only school implementing the Total Quality Management system in Taiwan. Two measurement instruments: "Stages of Concern Questionnaire of Innovation" and "Organizational Climate Description Questionnaire" --translated into Chinese-- were used to collect data for this study. The major findings of this study were as follows: 1.The concern status of faculties at Tamkang University was at the stage of nonuser. However, the faculties were seem willing to absorb more information. The faculties'' perception of organizational climate was in the medium level of openness. 2. There were significant difference of faculties'' concerns for educational innovation among different ages, seniorities, duties, and ranks. The factors including ages, genders, seniorities, duties, and ranks all revealed significant difference in faculties'' perception of organizational climate. 3.There was correlation between faculties'' perception of the school organizational climate and faculties'' concerns of the educational innovation.
