Innovative approaches that try to integrate cost, time, quality, andsafety factors in bidder evaluation have been studied in these years. Pros and cons of these approaches are discussed to serve as a base of this research. For projects that time value can properly be estimated, a cost plus time value meth-od is recommended. Otherwise an analytical hierarchical process (AHP) is sug-gested to determine weightings for cost, time, quality, and other facto 良式towners wish to encompass in bidder evaluation. A public housing project is us\edas an example in this research to explore potential benefits as well as problemsof proposed approaches. Questionnaires for AHP,methods for calculating weight-ings for each factors, computational process to establish an integrated index for bidder evalution are illustrated.
