over past decades, there has been a growing recognition that the
world should take concerted action to ensure the conservation of
species and ecosystem. So the convention on Biological Diversity
extended the scope of conservation obligations to solve the
problems.The thesis will discuss how to make CBD work? First,
the author analyzed the fundmental issues of Biodiverisy , such
as the causes of Diversity loss, the value of diversity, and
basic strategies to solve problems. Then, the thesis introduced
the Convention.including pinciples, organization, decision making
process, obligation, and regulation mechnisms .Third, the thesis
analyzed improtant mesures of the Convention, such as national
planning process, in-situ Conservation, ex-situ conservation,
incentive mesures, exchange of information, financial resources
and mechamism, access to genetic resources, and the fair and
equitable share of benefits arising out of the utilization of
genetic resources.
Forth, Nations, international organizations and Nongovernmental
Organizations are decision makers of CBD. The implementation of
Convention will changed their interests and decision making pro-
cess.In addition, CBD fuctions as a framwork convention, existing
conventions will accordingly continue to be independent. But it
is essential that institutional relations and coordination be
established between CBD and existing conservation conventions.
Finally, it is very important for Taiwan to begin its diversity
planning process. After analyzing the impacts of CBD on Taiwan,
the author suggested how to establish Taiwan biodiversity abili-
ties.
