northern China.This is because it has close relationship with
Beiyang bureaucracy.So it isinteresting to observe the
interaction between chamber of commerce and gov-erment. The
Tianjin Chamber of Commerce was set up under the encouragement
of Qinggoverment.The government hoped to unite the strengh of
chinese merchants.Andthe chamber of commerce could help the
goverment to promote the economic mod-ernization.SO a network of
chamber is esteblished around the nation.This net-work was lead
by the central governmet.Chinese merchants found it useful
forunite their strength,so they hope to have their own
organiztion independantfrom the government control.So there was
a argument over the law. In addition to the development of
chamber organization,the chambers of com-merce enthusiastically
participated in the reform of economic and political affairs.In
the sphere of economic sphere,Chinese merchants expressed
opinionsabout tax reforms.They also esteblish many school to
help students acquire kn-owledge about mercanic skills.Through
newspaper,merchants can communicate ess-ential imformation about
marketing. The tianjin Chamber of Commerce participated in
many political movements.In spite of their paticipant,Tianjin
merchant took somewhat conservative atti-tude toward those
movements.This is perhaps because the leadership of
TianjinChamber of commerce had a close relationship with Beiyang
bureaucrates.SO Tian-jin merchants is less progressie than other
place merchants,especiallt those in Shanghai.
