碩士 === 國防管理學院 === 資源管理研究所 === 84 === 　　The acquisition of defense weaponary is simply categorized by means of domestic manufacturing and foreign procurement. It is realized that the readiness of military forces is seriously influenced due to the limitation of local manufacturing capability and uncertainty of foreign procurement. Nevertheless, it is assumed to be the right situation that the strategy of procurement with "Techchnology Transfer" will lead the defense industry to be more independent in continuous acquisition logistic supports and future aspects as post cold war prevailed. 　　The purpose of this study is first focused on reviewing the historic drawbacks, and further the discrepancies are made to compare with other highly industrialized countries. Conclusively, it is suggested that the new policy of procurement with "Technology Transfer" will be the most constructive feasibility in combining with the current Industrial Cooperation Program (ICP). In addition, the review of existing system analysis and organizational hierarchy is also discussed to have the defense industry upgraded and research capability promoted if the policy of procurement with technology transfer really embedded.
