The military, under the direction of the policy, adopt the crack troop''s policy and aggressively construct the second-generation armed forces of low quality but high quantity. To reach the goal, the military proposes a tenyear integrated construction plan, by which certain manpower unnecessary will be reduced, and intend to complete the goal of the plan ten years later. The research develops a manpower planning model to solve the problem of need of compulsory reduction of the number of armed force''s year by year. In this model the structural ratios of ranks are decision variable. Under the satisfaction of manpower requirement of rank and budget sum of manpower cost the total amount of promotion rates of high-ranking officers can be maximized to solve the congestion problem of personnel channel of high-ranking officers, through steadily adjusting the structural ratios of ranks.   The budget of the national defense has being reduced by the influence of government''s others'' constructions because of the limited national resources and the unlimited requirements of government departments. It shows the atmosphere at present that the promotion channel of high-ranking officers congests. Thus, this research uses the most appropriate model of manpower planning, to increase the two target functions of the two highest ranks modeled by maximizing the amount of promotion ratios and minimizing the amount of manpower cost The target function of minimizing manpower cost is also transferred to limited model of budget sum of manpower cost, using linear programming and binary search, to search the minimum of limited value of budget sum of manpower cost, and to slove the traditional planning problem of double purposes.   In this research, the maximum and minimum of fluctuation of each construction ratio of ranks is based on historical data. The highest range of fluctuation is taken and the steady adjust policy is adopted. It replaces the existing, fixed, rigid construction ration policy. Referring how to take the range of fluctuation of construction ratio, the analysis of sensitivity of construction ratio range is the key to research.   The low promotion ratio must happen in the process of manpower reduction. However, we found that, through the deduction of modeled cases, the budget''sum of manpower cost is sensitive to the model. The higher budget sum is the higher promotion ratio. It also increases the construction ratio of high ranks. Thus, the arrangement of budget sum of manpower cost must be appropriate and reasonable to seek the balance between promotion ratio and manpower cost.
